Each player is permitted exactly one active account. Creating duplicate accounts — whether to claim multiple bonuses or for any other purpose — is a material breach of these Terms and will result in account suspension and forfeiture of all balances.
All bonuses are subject to wagering requirements, validity periods, and game contribution rules. Accepting a bonus constitutes acceptance of those specific terms. toto23 reserves the right to void bonus winnings if terms are not met.
Withdrawal requests are processed exclusively to Indonesian bank accounts or e-wallets registered in your own name. Third-party withdrawals are not permitted. All withdrawal accounts must match the identity verified on file.

Important Notice: These Terms & Conditions ("Terms") constitute a legally binding agreement between you ("Player", "User", "You") and toto23 ("Company", "We", "Us", "Our"), the operator of the online betting and gaming platform accessible at https://toto23.cam. By registering an account, making a deposit, or placing a bet, you agree to be bound by these Terms in their entirety. If you do not agree, you must not use toto23.
For the purposes of these Terms, the following definitions apply unless the context expressly requires otherwise:
2.1 Age Requirement. You must be at least 21 years of age to register an Account and use any service offered by toto23. By registering, you warrant that you are 21 or older. toto23 actively enforces this age limit and may request documentary proof of age at any time. If a Player is found to be under 21, the Account will be closed immediately, all pending bets will be voided, and deposited funds will be returned subject to verification.
2.2 Geographic Eligibility. toto23 is operated as an internationally licensed platform and is intended for use by adult players in Indonesia. By registering, you confirm that you are a resident of Indonesia and that accessing and using online betting services is not prohibited by any law applicable to you. Players residing in jurisdictions where online gambling is explicitly prohibited are not eligible to register. toto23 reserves the right to restrict or close Accounts of Players who have provided false residency information.
2.3 Capacity. You must have the full legal capacity to enter into a binding contract. Persons under legal guardianship or otherwise lacking contractual capacity may not register.
21+ Only: We take our age-verification obligations seriously. Any attempt to circumvent age verification — including the use of another person's identity documents — constitutes fraud and will be reported to relevant authorities.
3.1 Registration Process. To use toto23's services, you must complete the registration process by providing accurate, current, and complete information including your full legal name, date of birth, residential address, email address, and a valid Indonesian mobile phone number. Providing false or misleading information is a material breach of these Terms.
3.2 One Account Per Player. Each individual may hold only one active Account on toto23. Duplicate Accounts — including Accounts registered under different names, email addresses, or phone numbers by the same individual — are strictly prohibited. toto23 uses technical and manual controls to detect duplicate Accounts. Where duplicate Accounts are identified, all but the original Account will be closed; any Bonus Funds or winnings derived from the duplicate Account will be forfeited.
3.3 Account Security. You are responsible for maintaining the confidentiality of your username and password. You must notify toto23 immediately if you suspect unauthorized access to your Account. toto23 will not be liable for any losses resulting from your failure to maintain the security of your login credentials.
3.4 KYC Verification. toto23 is required to verify the identity of all Players before processing withdrawal requests. The KYC process requires submission of:
3.5 Verification Timeframe. KYC verification is typically completed within 24 hours of document submission. toto23 may request additional documentation at any time. Failure to provide requested documents within 14 calendar days may result in Account suspension.
4.1 Accepted Methods. toto23 accepts deposits via the following Indonesian payment channels: BCA, BRI, BNI, Mandiri, CIMB Niaga, OCBC NISP, BSI (Bank Syariah Indonesia), Bank Permata, OVO, DANA, GoPay, ShopeePay, and LinkAja. All deposits are denominated in Indonesian Rupiah (IDR). toto23 does not accept deposits in foreign currencies or via cryptocurrency.
4.2 Minimum Deposit. The minimum deposit amount is Rp 10.000. Deposits below this threshold will not be credited to the Account and will be returned to the originating payment method.
4.3 Deposit Processing. Deposits via local Indonesian bank transfer and e-wallet are typically credited to the Player's Account within 60 seconds of successful transfer confirmation. toto23 is not responsible for delays caused by the Player's bank or e-wallet provider.
4.4 Own Funds Only. You may only deposit funds that belong to you and originate from a financial account registered in your own name. Deposits made from third-party accounts will be returned and may trigger an Account review. toto23 reserves the right to request proof of ownership of any deposit method at any time.
4.5 No Deposit Fees. toto23 does not charge fees for standard deposits. Your bank or e-wallet provider may apply their own transaction fees, for which toto23 accepts no responsibility.
5.1 Eligibility for Withdrawal. Withdrawal requests may only be submitted by Players whose Accounts have passed KYC verification. Withdrawals are processed exclusively to Indonesian bank accounts or e-wallets registered in the Player's own verified name. Third-party withdrawals are not permitted under any circumstances.
5.2 Minimum Withdrawal. The minimum withdrawal amount is Rp 50.000. Requests below this amount will not be processed.
5.3 Processing Time. toto23 targets a withdrawal processing time of 3–15 minutes for standard requests submitted during normal operating conditions, 24 hours a day. Processing may be extended where additional security checks are required, during periods of exceptional transaction volume, or where the receiving institution experiences delays.
5.4 Wagering Requirement Compliance. Withdrawal of Bonus Funds or winnings derived from Bonus Funds is conditional on satisfying the applicable Wagering Requirement in full. Attempting to withdraw Bonus Funds before the Wagering Requirement is met will result in the Bonus Funds being forfeited; any Real Money Funds in the Account at that time remain withdrawable.
5.5 Withdrawal Verification. toto23 reserves the right to request additional identity or payment-method verification before processing any withdrawal request. Failure to provide requested documentation within the specified timeframe may result in the withdrawal request being declined and the funds returned to the Account Balance.
5.6 Withdrawal Fees. toto23 does not charge withdrawal fees for standard requests. One expedited withdrawal per calendar month is available to VIP members at no charge; subsequent expedited requests within the same month may attract a processing fee as published in the VIP Program Terms.
6.1 General Bonus Terms. All bonuses and promotional offers available on toto23 are subject to specific terms including a Wagering Requirement, a validity period, eligible game restrictions, and a maximum bet-per-spin or bet-per-match limit while a Bonus is active. These specific terms are displayed at the point of bonus opt-in and on the relevant promotion detail page. In the event of any inconsistency between a specific promotion's terms and these general Terms, the specific promotion terms prevail.
6.2 Welcome Bonus. The Welcome Bonus is available to new Players on their first qualifying deposit only. It may not be claimed more than once per person, per household, per IP address, or per device. Any Player found to have claimed the Welcome Bonus through duplicate Accounts will have all related balances forfeited.
6.3 Wagering Requirements. Unless otherwise stated in a specific promotion's terms, Bonus Funds carry a wagering requirement of 30x the Bonus amount. Wagers placed on sports markets with odds below 1.50 (decimal), or on games excluded from Bonus play, do not count toward the Wagering Requirement. Live casino and slots typically contribute 100% toward the Wagering Requirement; other game categories may contribute at a lower rate as specified in the promotion terms.
6.4 Bonus Validity. Unless otherwise specified, Bonus Funds and associated Wagering Requirements must be completed within 30 calendar days from the date the Bonus is credited. Unfulfilled Bonus Funds will expire and be removed from the Account Balance at the end of the validity period.
6.5 Maximum Bet with Active Bonus. While a Bonus is active, the maximum permitted bet per spin, per hand, or per match market is Rp 200.000. Bets exceeding this limit while a Bonus is active may be voided, and any resulting winnings forfeited.
6.6 Abuse and Exploitation. toto23 reserves the right to void Bonus Funds and associated winnings, and to close the relevant Account, where it determines that a Player has engaged in bonus abuse — including but not limited to: low-risk hedging strategies designed to satisfy Wagering Requirements without genuine gaming risk, use of multiple Accounts to claim the same offer, or systematic exploitation of bonus terms.

7.1 Acceptance of Bets. All bets placed on toto23 are subject to the specific rules applicable to the relevant sport, market, or game type. toto23 reserves the right to refuse or limit any bet at its sole discretion, including — without limitation — where a bet is placed on a suspended market, where the Platform suspects the integrity of the relevant event, or where the bet would exceed the maximum payout for that market.
7.2 Obvious Errors. In the event of an obvious error in published odds, prices, or game outcomes — including technical malfunctions, data feed errors, or mis-priced markets — toto23 reserves the right to void affected bets and return stakes to Players' Accounts. "Obvious error" means a price or outcome so materially different from the correct value that a reasonable person would recognize it as an error rather than a genuine market offer.
7.3 Unsettled Bets. Bets will be settled as soon as official results are confirmed by the relevant governing body (e.g., BRI Liga 1 official results, EPL final scores, official togel draw results). toto23 is not liable for delays in official result publication that affect settlement timing.
7.4 Match Integrity. toto23 cooperates with relevant sports integrity organizations and reserves the right to void bets and withhold payouts where there is credible evidence of match manipulation or corruption affecting the relevant event. Investigations may delay settlement; affected Players will be notified.
7.5 Maximum Payout. The maximum single-event payout per Player per day is Rp 500.000.000 unless otherwise agreed in writing with toto23's risk management team for VIP accounts. This cap applies across all product verticals including sports betting, live casino, and slots.
The following conduct is strictly prohibited on toto23 and constitutes grounds for immediate Account suspension and forfeiture of all Balances:
Accounts found to be engaged in prohibited conduct will be closed without prior notice. Any Balance — including Real Money Funds — may be withheld pending investigation where fraud or money laundering is suspected, and may be reported to relevant financial intelligence authorities.
9.1 Ownership. All content on the toto23 Platform — including but not limited to the toto23 brand name and logo, website design, software, text, graphics, images, data compilations, and game interfaces — is the property of toto23 or its licensors and is protected by applicable intellectual property laws.
9.2 License to Use. toto23 grants you a limited, non-exclusive, non-transferable, revocable license to access and use the Platform for your personal, non-commercial recreational betting and gaming purposes. This license does not extend to reproducing, redistributing, scraping, or commercially exploiting any part of the Platform's content without prior written consent from toto23.
9.3 Game Content. Games hosted on toto23 are provided by third-party licensed studios including Pragmatic Play, Evolution Gaming, NetEnt, Microgaming, Spribe, and Pocket Games Soft. Intellectual property rights in individual game titles remain with their respective developers.
10.1 Privacy Policy. The collection, storage, and processing of your personal data by toto23 is governed by our Privacy Policy, which is incorporated into these Terms by reference. By registering an Account, you consent to the data practices described in the Privacy Policy.

10.3 Marketing Communications. With your consent at registration, toto23 may send promotional emails and notifications about bonuses, new games, and platform updates. You may withdraw marketing consent at any time by updating your Account preferences or contacting support.
11.1 Platform Availability. toto23 strives to maintain continuous Platform availability but does not guarantee uninterrupted access. Scheduled and unscheduled maintenance, technical failures, or force majeure events may temporarily interrupt service. toto23 will not be liable for losses resulting from Platform unavailability beyond the return of any unresolved stakes to affected Accounts.
11.2 Gambling Losses. Gambling inherently involves the risk of financial loss. toto23 accepts no liability for gambling losses incurred by Players in the ordinary course of play. Players are solely responsible for their betting and gaming decisions.
11.3 Consequential Loss. To the maximum extent permitted by applicable law, toto23 excludes all liability for indirect, incidental, special, or consequential losses — including loss of profits, loss of data, or loss of opportunity — arising from use of the Platform, regardless of whether such losses were foreseeable.
11.4 Third-Party Content. Games, odds data, and other content provided by third-party suppliers are made available on an "as is" basis. toto23 does not warrant the accuracy, completeness, or fitness for purpose of any third-party content and accepts no liability for errors originating from third-party data providers.
11.5 Cap on Liability. Where liability cannot be excluded by law, toto23's aggregate liability to any Player for any claim arising from these Terms shall not exceed the total amount deposited by that Player in the 30 days immediately preceding the event giving rise to the claim.
12.1 Closure by Player. You may close your Account at any time by submitting a written closure request to toto23 support at support@toto23.cam. Prior to closure, any Real Money Funds remaining in your Account will be returned to your verified withdrawal method, subject to completion of any pending KYC requirements. Bonus Funds and associated wagering requirements will be forfeited upon voluntary closure.
12.2 Closure by toto23. toto23 reserves the right to suspend or permanently close any Account, with or without prior notice, where: (a) the Player has breached these Terms; (b) toto23 reasonably suspects fraud, money laundering, or other illegal activity; (c) the Account has been inactive for a continuous period of 12 months; or (d) toto23 decides to withdraw the Platform's services from the Player's jurisdiction.
12.3 Effect of Closure. Upon Account closure for breach of Terms, toto23 may forfeit all Balances — including Real Money Funds — where such closure results from fraud, identity misrepresentation, or prohibited conduct. In all other cases of toto23-initiated closure, Real Money Funds will be returned to the Player.
13.1 Right to Amend. toto23 reserves the right to amend these Terms at any time. Material amendments will be communicated to registered Players by email to the address on file and by a prominent notice on the Platform, with a minimum of 14 calendar days' notice before the amended Terms take effect.
13.2 Continued Use. Your continued use of the Platform after the effective date of any amendment constitutes your acceptance of the amended Terms. If you do not accept the amended Terms, you must close your Account before the effective date of the change.
13.3 Minor Amendments. Corrections of typographical errors, clarifications that do not materially alter the substance of these Terms, or changes required by applicable law may be made without the 14-day notice period, taking effect immediately upon publication.
14.1 Applicable Law. These Terms are governed by, and construed in accordance with, the laws of the jurisdiction in which toto23 holds its international gaming license. The Platform is operated under an internationally recognized gaming license issued by a regulated gaming authority.
14.2 Dispute Resolution. In the event of any dispute between you and toto23 arising from or in connection with these Terms, both parties agree to first attempt resolution through good-faith negotiation. Where negotiation fails within 30 calendar days, the dispute shall be submitted to binding arbitration in accordance with the procedural rules of the licensing jurisdiction before any court action may be commenced.
14.3 Language. These Terms are written in English. In the event of any translation being produced for informational purposes, the English language version shall prevail in all disputes and interpretations.
